Add -dev parameter to the game shortcut.
("C:\Program Files\THQ\Dawn of War - Soulstorm\Soulstorm.exe" -Dev)
Bring up the console to enable cheats:
CTRL + SHIFT + ~
Some cheats only work for Skirmish Mode
Make sure "Allow Cheats" under Game Options is set to YES.
